If you install broadband in INDOT rights-of-way regularly, a blanket highway permit bond covers all your broadband permits for a year instead of bonding each one. INDOT sets the amount; we issue it at a flat 3% with no credit check. The original is mailed for your wet-ink signature before filing.

The blanket bond is issued on payment, then mailed because INDOT wants the principal’s wet-ink signature on the original. Here is the whole thing:
Your business details, the blanket bond amount INDOT set, and the mailing address for the original — that is the entire application.
No credit check and no waiting — the executed bond is generated as soon as you pay. Larger amounts may get a quick review.
The original bond is mailed to your address; the principal signs it in wet ink and files it with INDOT. We email a copy the same day so you are never waiting blind.
Bond amount × 3% = your premium, one-time, $275 minimum. Enter the blanket amount INDOT set and the premium updates.
Indiana has pushed broadband into its highway corridors through the Dig Once program under IC 8-23-5-10, and INDOT controls all access to the right-of-way under IC 8-23. Every broadband permit comes with a surety bond — if you install fiber and communications infrastructure across many INDOT permits, a blanket bond covers them all for a year.
The blanket broadband bond guarantees you do the permitted installs to the department’s standards and restore the right-of-way, across every broadband permit you hold. INDOT sets the blanket amount based on your install volume and scope — broadband corridor work can carry larger amounts than ordinary right-of-way permits.
Because INDOT wants the principal’s wet-ink signature on the original, we mail the executed bond to you to sign and file (and email a copy the same day). If you damage the right-of-way under any covered permit, INDOT can recover against the bond — and if the surety pays, you repay the surety.
Submit the application with the blanket amount INDOT set and your mailing address — the executed bond is mailed for your wet-ink signature, with an emailed copy the same day.
