What the blanket bond actually covers

Indiana has pushed broadband into its highway corridors through the Dig Once program under IC 8-23-5-10, and INDOT controls all access to the right-of-way under IC 8-23. Every broadband permit comes with a surety bond — if you install fiber and communications infrastructure across many INDOT permits, a blanket bond covers them all for a year.

The blanket broadband bond guarantees you do the permitted installs to the department’s standards and restore the right-of-way, across every broadband permit you hold. INDOT sets the blanket amount based on your install volume and scope — broadband corridor work can carry larger amounts than ordinary right-of-way permits.

Because INDOT wants the principal’s wet-ink signature on the original, we mail the executed bond to you to sign and file (and email a copy the same day). If you damage the right-of-way under any covered permit, INDOT can recover against the bond — and if the surety pays, you repay the surety.
