Streamwood licenses contractors through its Community Development Department and tiers the bond by role: a general contractor files $15,000, while a subcontractor — and every other contractor besides plumbers, fire alarm contractors, roofers, and sprinkler contractors, who are licensed through separate state channels — files the lower $10,000 bond.
It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Streamwood (the obligee), with property owners and the village's building code as the protected interest. If a licensed subcontractor's work causes damage the licensing requirement is meant to guard against, a harmed party can recover against the bond up to the $10,000 penal sum.
