South Holland requires that every contractor performing work in the village — general contractors, roofers, electricians, HVAC installers, and landscapers among the trades named by the village — be bonded, licensed, and insured before Code Enforcement will issue a building permit, on a $10,000 surety bond. Plumbing contractors are exempt from the bond and insurance requirement; they instead show a current Illinois Department of Public Health plumbing license.

It's a three-party arrangement: you (the principal), the surety carrier, and the Village of South Holland (the obligee), with property owners and the village's building code as the protected interest. If a bonded contractor's work causes damage the licensing requirement is meant to guard against, a harmed party can recover against the bond up to the $10,000 penal sum.
