About this bond

What it is and who needs it.

What the bond actually guarantees

An agent, broker, or consultant (ABC) is anyone engaged in the procurement or sale of retail electricity supply for third parties in Illinois — shopping power on behalf of homes and businesses. The Illinois Commerce Commission licenses ABCs under Section 16-115C of the Public Utilities Act (220 ILCS 5), and conditions the license on a $5,000 bond.

The bond is a consumer-protection guarantee: it stands behind your compliance with the ABC licensing rules in 83 Ill. Adm. Code Part 454, including the honest, accurate marketing and procurement of retail electric supply. If an ABC violates those rules and a customer is harmed, the harmed party can recover against the bond.

It is not insurance for you. If the surety pays a claim, you repay the surety. The bond must stay active for the life of your ICC license — so we track it and notify you 60 and 30 days out, keeping your $5,000 filing continuous.

Code 454.80Retail electric agents, brokers, and consultants (ABCs) are licensed by the Illinois Commerce Commission under Section 16-115C of the Public Utilities Act (220 ILCS 5/16-115C) and the ABC licensing rules in 83 Ill. Adm. Code Part 454. Part 454.80 requires the applicant to execute a $5,000 bond as a condition of the license. Confirm the current amount and form on your ICC application.

FAQs

Common questions.

If yours isn't here, the bond team can usually answer within the hour.

How much is the Illinois retail electric ABC bond? +
The premium is $275 — our flat-3% rate would put $5,000 at $150, but that is below our $275 minimum, so the bond prices at $275. Same for every ABC licensee. The $5,000 amount is set by ICC rule, so there is no quote process.
Do I pay the $5,000? +
No. You pay $275. The $5,000 is the surety's maximum liability if a valid claim is made against the bond — not a deposit, and nobody holds your money.
Who requires this bond? +
The Illinois Commerce Commission, under Section 16-115C of the Public Utilities Act and the ABC licensing rules in 83 Ill. Adm. Code Part 454. No active bond, no license.
Is there a credit check? +
Not on this bond — the application has no credit section at all. Small fixed-amount license bonds like this one don't need one.
When does it renew? +
The bond must stay active for as long as you hold the ICC license. You can buy a 1, 2, or 3-year term; we send renewal notices 60 and 30 days out, with autopay available, so your license never lapses over a missed email.
