The Illinois Commerce Commission licenses ABCs under Section 16-115C of the Public Utilities Act (220 ILCS 5), and conditions the license on a $5,000 bond.
The bond is a consumer-protection guarantee: it stands behind your compliance with the ABC licensing rules in 83 Ill. Adm. Code Part 454, including the honest, accurate marketing and procurement of retail electric supply. If an ABC violates those rules and a customer is harmed, the harmed party can recover against the bond.
