The bond is Oglesby's code-compliance and public-protection guarantee — it stands behind your promise to build to the codes the city adopts in § 15.02.010 and to hold the city harmless while licensed.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Oglesby (the obligee), with property owners and the city as the protected parties. If your work violates the city's licensing terms and a covered loss results, the harmed party can recover against the bond, up to $10,000.

It is not insurance for you — if the surety pays a claim, you repay the surety. A state-licensed plumber doing only plumbing work, or a state-licensed roofer doing only roofing work, is exempt from the city's registration fee under § 15.02.050 and files a copy of the state license instead — but the $10,000 bond and proof of insurance still apply to every contractor the city licenses.
