What the bond actually guarantees
The City of Naperville requires electricians working in the city to hold an Electrical Contractor Registration, administered by the Community Services Department under Naperville Municipal Code § 3-5A, and conditions that registration on a $10,000 surety bond.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Naperville (the obligee), with the city and property owners as protected parties. If registered electrical work causes a covered loss, the harmed party can recover against the bond up to $10,000.
It is not insurance for you — if the surety pays a claim, you repay the surety. Since December 31, 2022, Naperville no longer administers its own electrician testing — licensure now runs through the ICC or a participating municipality — but the registration and its $10,000 bond remain required to pull permits in the city.
