Before the City of Mattoon issues a new retail liquor license or permit, Mattoon Code § 114.18(D) requires the applicant to meet a list of conditions — including, at § 114.18(D)(6), a license and permit bond in the amount of $500 payable to the city.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Mattoon (the obligee), administered through the Local Liquor Control Commissioner. If a licensee violates the conditions the bond secures, the city can make a claim against it up to $500.

It is not insurance for you — if the surety pays a claim, you repay the surety. The $500 bond applies to a new license or permit; renewals are not subject to the same new-application requirements, but confirm with the City Clerk whether your specific license class needs a fresh bond at renewal.
