About this bond

What it is and who needs it.

What the raffle manager fidelity bond covers

Illinois's Raffles and Poker Runs Act (230 ILCS 15/5) requires the manager of a licensed raffle to give a fidelity bond, in an amount determined by the licensing authority, in favor of the organization conducting the raffle, conditioned on the manager's honesty in performing his or her duties.

The Village of Frankfort, acting as the licensing authority, implements that requirement in Village Code § 135.06: a raffle license application must be accompanied by a fidelity bond in an amount equal to the aggregate retail value of all prizes to be awarded in the raffle. All operation of a licensed raffle is placed under the supervision of a single manager designated in the application, and the Village Clerk serves as the raffle administrator.

The bond protects the organization itself — if the manager mishandles raffle proceeds or prizes, the organization can recover against the bond. It is not insurance for the manager: if a claim is paid, the manager repays the surety. We issue the bond at the prize value your raffle license application states, from a $100 minimum, and the application collects no credit information.

FAQ

Common questions.

How much is the Frankfort raffle manager fidelity bond?Premiums cost 0.1% of the bond amount, with a $100 minimum. The bond amount itself equals the aggregate retail value of all prizes to be awarded, per Village Code § 135.06(D)(13) — enter that figure and your exact price appears at the application.

What does the bond guarantee? It protects the licensed organization, not the manager. If the manager designated on the raffle license mishandles funds or prizes, the organization can claim against the bond — and if the surety pays, the manager repays the surety.
Is there a credit check? The application collects no credit information, so most raffle manager bonds issue instantly. If a check ever runs, it's a soft pull that never affects your score.
Where do I file it?With the Village Clerk of Frankfort, who serves as the raffle administrator under Village Code § 135.06. Submit the executed bond alongside your raffle license application.
