Deerfield conditions a parkway or street excavation permit on a $5,000 surety bond, filed with the Director of Building & Zoning under Article 3 of Chapter 19 of the Village Code. It is not a general contractor license — it applies specifically to anyone opening the parkway, a street, or an alley for utility, sewer, or other excavation work.
It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Deerfield (the obligee). The Code conditions the bond on indemnifying the Village for any loss, liability, or damage that may result or accrue because of the making or existence of such excavation — restoration of the parkway or pavement is the core risk it covers.
