It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Elmwood Park (the obligee). The Code conditions the bond on protecting the Village against any and all damages that may arise to the public ways, to the Village, and to any person, in consequence of the contractor's occupation and operation within the Village.
