Coal City's code defines a contractor broadly — general contractors along with carpentry, electrical, drywall, excavating, and similar trade contractors engaged in constructing, altering, or repairing buildings, structures, sidewalks, or street pavements — and requires each to register with the Building Department before working in the Village.
It is a three-party arrangement: you (the principal), the surety carrier, and the Village of Coal City (the obligee), with the Village and the public as the protected parties. If a registered contractor's work causes damage the Village's ordinance covers, or the contractor fails to comply with the registration requirements, the Village can draw on the bond.
