A South Florida Water Management District right-of-way bond is a district performance guarantee. When you occupy or work within a District canal right-of-way or works of the District, the District conditions the permit on a financial backstop that you will restore the right-of-way and complete the permitted work to District standards.

It's a three-party arrangement: you (the principal), the surety carrier, and the South Florida Water Management District (the obligee). If the right-of-way isn't restored or the work isn't completed, the District can recover against the bond.

It is not insurance for you — if the surety pays the District, you repay the surety. Restore the right-of-way and pass inspection, and the bond simply releases.
