The Fifteenth Judicial Circuit is Palm Beach County — West Palm Beach, Boca Raton, Delray Beach, Jupiter, Wellington — and it certifies private process servers under Chapter 48, Florida Statutes, in particular §§48.25–48.31, the Florida Certified Process Servers Act. The circuit’s program is governed by an administrative order in the 2.701 series.

Palm Beach asks for more than most circuits. An applicant must be at least 18, a Florida resident with no mental or legal disability, pass a background screening, obtain a certificate of good conduct, complete a 16-hour course through the Florida Association of Professional Process Servers and pass the written examination, pay the FDLE background check fee directly to FDLE, execute a $5,000 surety bond recorded with the Clerk & Comptroller’s Office — Recording Department, and attend the annual January swearing-in. Renewals run through October each year and carry a shorter continuing-education requirement.

The bond protects the public, not you. It answers to any person wrongfully injured by a server’s malfeasance, misfeasance, neglect of duty or incompetence in connection with the job, and if the surety pays a claim you repay the surety. Because certification is annual, so is the bond — we track your expiry and send notices 60 and 30 days out so the October renewal window never catches you short.

The Fifteenth Judicial Circuit administers its certified process server program for Palm Beach County under an administrative order in the 2.701 series and directs that the $5,000 surety bond be recorded with the Clerk and Comptroller’s Office, Recording Department; new applicants also complete a 16-hour Florida Association of Professional Process Servers course and examination, and renewals complete continuing education.
