About this bond

What it is and who needs it.

What the bond actually guarantees

Florida regulates cardrooms operated by pari-mutuel permitholders under §849.086, Fla. Stat. Before a cardroom license issues, the applicant must provide evidence of a $50,000 surety bond payable to the state, or evidence that the permitholder’s existing pari-mutuel bond under §550.125 has been expanded to cover the cardroom operation.

The bond guarantees that the cardroom operator will redeem, for cash, all tokens or chips used in games, and must be kept in full force and effect throughout the license term. It protects players and the state against an operator that fails to honor its chips.

It is not insurance for you — if the surety pays a claim, you repay the surety. Florida’s pari-mutuel and cardroom regulation is administered by the Florida Gaming Control Commission (with the Division of Pari-Mutuel Wagering historically under DBPR); we issue on the form your authority names.

§849.086, Fla. Stat. (cardroom bond)Section 849.086(6), Florida Statutes, requires each applicant for a cardroom license to provide evidence of a $50,000 surety bond payable to the state, furnished by a corporate surety, or evidence that the permitholder’s pari-mutuel bond under §550.125 has been expanded to cover the cardroom. The bond guarantees the operator will redeem all tokens and chips for cash and must be kept in full force and effect during the license term.

FAQ

Common questions.

Do I pay the $50,000?No. You pay $1,000 — set by our carrier's rate book for this bond. The $50,000 is the surety's maximum liability to the state and players; it's not a deposit, and nobody holds your money.
Who requires this bond?Florida requires it under §849.086 before a cardroom license issues. The state’s gaming regulator administers cardroom and pari-mutuel licensing. No active bond, no license.
What does the bond guarantee? That the cardroom operator will redeem, for cash, all tokens and chips used in games. If the operator fails to honor its chips, the state and players can recover against the bond — and if the surety pays, you repay the surety.
Can I expand my pari-mutuel bond instead?Yes. The statute lets you provide evidence that your existing pari-mutuel bond under §550.125 has been expanded to cover the cardroom, in place of a separate $50,000 cardroom bond. Send us your situation and we’ll write whichever fits.
Is there a credit check?A quick soft credit check may apply — never a hard inquiry, no impact on your score. It's the only extra step beyond the application, and it informs approval, not price. The price stays $1,000 either way.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
