The City of Panama City Beach issues a certificate of competency to a state-registered contractor who wants to work in the City. Before the Building Official issues or renews one, the contractor must post a $5,000 license & permit bond under City Code section 8-76. State-certified contractors register on a separate qualifier form that lists no bond.

The bond runs to the City of Panama City Beach as obligee, the party the bond is made out to. It covers loss or damage to the City or a property owner caused by your work, or by your negligence in doing it, and it backs your promise to follow the City’s construction ordinances. The City can sue on the bond, and an owner whose property your work damaged can sue in the City’s name, up to the bonded amount.

It is not insurance for you. If the surety pays a claim, you repay the surety. Contractors who pull proper permits and build to code treat the bond as a licensing formality, not a risk.
