What the disposal charges bond actually guarantees

Orange County landfills and transfer stations serve account customers as well as customers who pay at the scale. In 2014 and 2016 memos to the Board of County Commissioners, Orange County Utilities said the County requires Solid Waste Division credit customers to keep a deposit at all times, and accepts cash, a bond or a letter of credit. A disposal charges bond is the bond form of that deposit: it backs the tipping and disposal fees you run up on account.

It is a three-party arrangement: you (the principal), the surety carrier, and Orange County (the obligee, the party the bond protects). If you fall behind on your disposal account, the County can recover the unpaid charges against the bond.
