What the street opening bond actually guarantees

Okeechobee County's Code calls this financial assurance. Section 58-37 requires it before any construction under a county right-of-way permit, such as a utility line, a culvert or a driveway connection; single-family residential culverts and driveway connections are exempt. The assurance can be a cash deposit, a bank letter of credit, or a surety bond from a company rated A or better by A.M. Best, in a form the County accepts. It guarantees the County that you will backfill, repave, and restore the right-of-way to its standards.

It is a three-party arrangement: you (the principal), the surety carrier standing behind you, and Okeechobee County (the obligee, the party the bond protects). If the cut is left unrestored, settles, or fails within the one-year warranty period, the County can recover its repair cost against the bond.
