Florida's Division of Alcoholic Beverages and Tobacco (ABT), part of the Department of Business and Professional Regulation, licenses manufacturers of alcoholic beverages. A manufacturer of distilled spirits must post a surety bond under Fla. Stat. 561.37 to secure the excise tax the state collects on the beverages it produces.

The bond runs in favor of the state: if a manufacturer fails to remit the beverage tax it owes, ABT can recover against the bond. For most manufacturers and distributors the bond is $25,000, though the Division may accept a lesser amount — not below $10,000 — where business volume makes a smaller bond adequate to secure the tax.
