Before you dig in, fill, cut or regrade a Town of Waterford street, you need an excavation permit from the Director of Public Works and security, such as this bond, equal to the cost of restoring the street. Public Works sets the amount; a surety specialist returns your price, usually within one business day.

Public Works issues the excavation permit together with the restoration security, and zoning approval comes first. Here is the whole process, from quote to permitted:
Apply online with your business details, the job location, the bond amount Public Works set for the restoration, and the effective date. There is no credit section and no SSN field on this application.
The Director of Public Works has already sized the bond, so the review is about the permit, not about the amount. A specialist confirms your exact premium and sends it back for approval.
Once you accept the quote and pay, the executed bond is prepared with the surety’s power of attorney attached, ready to deliver to the Waterford Department of Public Works with your permit application, plan of work and insurance certificate.
Chapter 12.04 of the Waterford Code bars anyone from excavating in, filling, cutting or changing the grade of any highway or street the Town maintains without an excavation permit from the Director of Public Works. The permit is also required for construction site access and for loading or unloading heavy equipment onto the public right-of-way, and the “street” includes the entire width of the right-of-way — the traveled way, the shoulders and any unimproved portion. Utility lines in town rights-of-way need the permit too.
When the Director issues the permit, the code calls for a surety bond, cash bond or Connecticut savings account held jointly with the Town, in an amount equal to the Director’s estimate of the cost of restoring the street to as good a condition as it was before the work, following the approved plan of work. A certificate of insurance protecting the Town is required as well. Zoning approval must come first, building permits that involve excavation wait for Public Works to accept the excavation permit, and working without a permit carries a daily fine.
It is a three-party arrangement: you (the principal), the surety, and the Town of Waterford (the obligee). It is not insurance for you — if the Town restores the street on a claim, you repay the surety. Note that the code separately calls for a two-year guarantee and maintenance bond on the work after completion, on terms set by the Board of Selectmen, and state highways in Waterford go through the Connecticut DOT rather than the Town. Ask Public Works which bonds your job needs before you file.
A claim comes from the party the bond protects, the obligee named on the form, when the duty the bond guarantees is not met.
The surety investigates and pays a valid claim, up to the bond amount. You then repay the surety: a surety bond is a guarantee of your performance, not insurance for you.
Term and renewal are set in the underwriter's quote.
Keep the bond in force for as long as the obligation behind it runs.
Pay, sign & deliver to Public Works. Once you accept the quote and pay, the executed bond is prepared with the surety’s power of attorney attached, ready to deliver to the Waterford Department of Public Works with your permit application, plan of work and insurance certificate.
This bond is underwritten: the premium is quoted from the bond amount and your financial picture, so there is no flat price to show.
