How it works

Built around your Ridgefield wetlands permit.

Under the Board’s own regulations, no activity authorized by the permit can begin until the required bond is posted. Here is the whole process, from quote to shovels in the ground:

TODAY · ONE APPLICATION

Send us the permit details

Apply online with the property address, the permit or violation file, the bond amount the Board set, and your contact details. If the Board has not fixed the figure yet, submit your planting estimate to the Wetlands office first — that estimate is usually what the bond is sized to.

WITHIN 1 BUSINESS DAY

A surety specialist prices it

The Board has already sized the bond, so the review is about the permit and the planting plan, not about guessing an amount. A specialist confirms your exact premium and sends it back for approval.

ON APPROVAL

Pay, sign & post it with the Board

Once you accept the quote and pay, the executed bond is prepared with the surety’s power of attorney attached, ready to deliver to the Inland Wetlands office at the Town Hall Annex, 66 Prospect Street. Work can start once it is posted.

About this bond

What it is and who needs it.

What the Ridgefield planting bond guarantees

The Ridgefield Inland Wetlands Board regulates work in and near wetlands and watercourses, including the upland review area around them — additions, garages, pools, septic systems, driveways, new houses and commercial sites. When it approves a permit, or approves a plan to fix a wetlands violation, the conditions often include a planting, mitigation or restoration plan, and Section 12 of the Board’s regulations lets it require a performance bond to guarantee that plan.

Ridgefield’s agendas and minutes call it a planting bond. It is conditioned on compliance with the regulations and with the plans, terms and conditions the Board attached to the permit. Recent Board conditions hold the bond for about two growing seasons and look for roughly 80% of the plantings to thrive. When the Agent confirms the plantings have taken, the Board votes to release the bond; where too many have died, it can release part and hold the rest while the owner replants — the “replacement” in this bond’s name.

It is a three-party arrangement: you (the principal), the surety, and the Town of Ridgefield Inland Wetlands Board (the obligee). It is not insurance for you — if the Board claims on the bond to finish or replace plantings, you repay the surety. The Board prescribes the form and publishes no standard bond form, and many owners post cash instead, so confirm with the Inland Wetlands Agent that a surety bond will be accepted and how the obligee line should read before you buy. This bond is for the Wetlands Board only; Planning and Zoning landscaping bonds follow different rules.

Ridgefield Inland Wetlands and Watercourses Regulations § 12.1Town of Ridgefield Inland Wetlands and Watercourses Regulations (current text effective September 2020), § 12.1: following approval of an application but before any activity authorized by the permit commences, the applicant, developer, successor or assigns may, at the Board’s discretion, be required to file a performance bond with such surety in such amount and in a form prescribed by the Board; the full amount stays in force at least for the period required to complete the authorized work and may be released in part or in total, or claimed on default. § 12.2: the bond is conditioned on compliance with the regulations and the plans, terms, conditions and limitations the Board established on approval. § 11.6: if a bond is required, no activity shall commence until it has been posted with the Board or its Agent. § 11.5: permits are valid for five years.

After you buy

Claims, renewal, filing, and what sets the price.

If a claim is made

A claim comes from the party the bond protects, the obligee named on the form, when the duty the bond guarantees is not met.

The surety investigates and pays a valid claim, up to the bond amount. You then repay the surety: a surety bond is a guarantee of your performance, not insurance for you.

Renewal and term

Term and renewal are set in the underwriter's quote.

Keep the bond in force for as long as the obligation behind it runs.

How to file it

Pay, sign & post it with the Board. Once you accept the quote and pay, the executed bond is prepared with the surety’s power of attorney attached, ready to deliver to the Inland Wetlands office at the Town Hall Annex, 66 Prospect Street. Work can start once it is posted.

What sets the price

This bond is underwritten: the premium is quoted from the bond amount and your financial picture, so there is no flat price to show.

FAQ

Common questions.

What is a Ridgefield, Connecticut landscaping / planting replacement bond?It is the performance bond the Ridgefield Inland Wetlands Board can require when a wetlands permit or violation cleanup includes a planting, mitigation or restoration plan. It guarantees the plantings are installed and survive, and lets the Board replace plantings that fail. It must be posted before any permitted work begins.
Who sets the bond amount? The Inland Wetlands Board does. Section 12.1 of its regulations lets it set the amount and the form, and no fixed or minimum sum is written into the rules. In practice the bond is sized to your planting cost estimate, which you submit to the Wetlands office. Bring that approved figure to the application.
How much does it cost? This bond is not on our carrier’s published rate sheet, so we quote it on review instead of showing a number checkout might not match. Submit the application with the bond amount and a surety specialist confirms your exact premium, typically within one business day. The bond amount itself is the surety’s maximum liability to the Board, not something you pay.
Will I need collateral?Rarely at the sizes planting bonds usually run. If the review ever turned up a reason to ask for collateral, we would tell you before you commit to anything. The bond issues the moment you pay — no credit review of any kind, not even a soft pull.
How long does it stay in force, and how is it released?Until the Board votes to release it. Recent Board conditions hold planting bonds for about two growing seasons. After the Inland Wetlands Agent inspects the plantings, the Board releases the bond in full if they have taken, or releases part and holds the rest while failed plantings are replaced. Keep the bond in force until you have the Board’s written release.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
