What the right-of-way bond actually guarantees

No person may make an opening, excavation, or perform construction within a Stratford roadway except under the control of the Director of Public Works and after a permit is granted. Before that permit issues, the applicant must file a surety bond with the Director in an amount the Director deems sufficient to secure proper performance of the work.

It is a three-party arrangement: you (the principal), the surety carrier, and the Town of Stratford (the obligee), acting through the Director of Public Works. If the work or the pavement restoration is left incomplete or defective, the Town can recover against the bond to finish or repair it.

It is not insurance for you — if the surety pays the Town, you repay the surety. Contractors who restore the trench to grade and close out the permit treat the bond as a permit formality.
