The Agency for Toxic Substances and Disease Registry (ATSDR) intends to award a sole-source, firm-fixed-price contract to the Amyotrophic Lateral Sclerosis (ALS) Association for the project titled "The National ALS Registry Expansion of Outreach and Awareness to Persons with ALS in Select States covered by the ALS Association."
The contract will promote and enroll patients into the National ALS (Amyotrophic Lateral Sclerosis) Registry by providing continuous outreach, education, awareness (e.g., facilitate ALS patient computer access to the National ALS Registry web portal; provide educational materials; use social media, etc.) to persons with ALS, their families, caregivers, and researchers. These activities will be directed in the states of: Alabama, Alaska, Arkansas, California – Sacramento Area, Florida, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, West Virginia, and Wisconsin.
The ALS Association is uniquely qualified to fulfill this requirement because it possesses a combination of national ALS clinical infrastructure, credentialing authority, research engagement, and established patient and provider relationships that is not available from any other organization.
This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of RFO FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is justified under 41 U.S.C. 3304(a)(1).
This notice of intent to sole source is not a request for competitive quotations; however, all quotations/responses received within 15 of days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to uwo8@cdc.gov by the posted deadline.
