SOLICITATION NOTICE
The Griffin-Spalding County School System (GSCS) is seeking proposals from qualified and
experienced firms to conduct a comprehensive, objective, and data-driven School Facilities
Efficiency Study.
The purpose of the study is to evaluate current and projected enrollment, school capacity, facility
utilization and condition, demographic trends, financial considerations, and operational
sustainability to help GSCS assess the long-term efficiency and effectiveness of its school facility
footprint.
The study may evaluate alternatives including, but not limited to:
● School consolidation or closure;
● Grade-level reconfiguration;
● Attendance boundary adjustments;

● Changes to capacity or utilization;
● Co-location or shared use; and
● Other facility or organizational strategies supported by the study findings.
IMPORTANT CONSIDERATION
GSCS is not seeking a consultant to develop or validate a predetermined recommendation to
close, consolidate, reconfigure, or otherwise alter any school or facility. The selected firm must
independently evaluate reasonable alternatives using reliable data, clearly stated assumptions,
consistently applied criteria, and objective analysis.
The selected firm shall provide a comprehensive assessment including: enrollment and demographic analysis with projections for a minimum of five years; capacity and utilization evaluation of each facility; facility condition and long-term viability review; financial and operational analysis of staffing, transportation, maintenance, utilities, technology, and operating costs; evaluation of boundaries, grade configuration, and facility alternatives; development and objective evaluation of multiple scenarios; stakeholder engagement; and final recommendations and decision support. Mandatory deliverables include an Executive Summary, Board Presentation Materials, District-Wide Facility Inventory, School-by-School Analysis, Enrollment Projections, Capacity and Utilization Analysis, Facility Condition Analysis, Scenario Comparison, Financial Analysis, Implementation Considerations, Supporting Data and Model Files, Stakeholder Engagement Plan, Stakeholder Feedback Summary, and Final Report.
