You are invited to submit a Request for Qualifications (RFQ) for RFQ #27009 Planning and Environmental Services
Task Order Contract for Athens-Ben Epps Airport. The Unified Government of Athens-Clarke County desires to
solicit vendors with experience in Planning and Environmental Services. This includes master planning, airport
noise compatibility planning, environmental assessments and other related services as defined by the FAA in AC
150/5100-14E.
It is the intent of the Athens-Ben Epps Airport to enter into a Master Agreement with a consultant for the
upcoming five (5) year period. The selected consultant will negotiate and enter into individual work
authorizations/task orders for services based on the scope of work, with the Athens-Ben Epps Airport on an
assignment-by-assignment basis during the term of the Master Agreement.
The services are limited to projects that the Athens-Ben Epps Airport expects to initiate within five (5) years of
the effective date of the Master Agreement. The Athens-Ben Epps Airport reserves the right to initiate additional
procurement actions for projects and work items included in the initial procurement.

included in this RFQ are addressed in the document. Conversely, the master plan includes projects not included in
this RFQ.

The scope includes airport system/master planning, airport noise compatibility planning, environmental assessments, airport data collection/facility inventories, aviation forecasts and demand/capacity analyses, facility requirements determination, airfield modeling for capacity and delay, airport layout and terminal area plan development, compatible land-use planning, airport site selection studies, airport financial planning and benefit cost analysis, airport master plan, airport development schedules and cost estimates, and participation in public information programs and hearings related to airport development and planning projects.
