Basis for award
The Government intends to make one firm-fixed-price award to the responsible, eligible small business whose quotation represents the best value to the Government, considering (1) Technical Acceptability, (2) Delivery Schedule, and (3) Price. Technical compliance will be evaluated against the SOW based on submitted manufacturer literature. Delivery will be evaluated against the quoter’s proposed schedule; an earlier achievable delivery date may provide additional value. Technical Acceptability and Delivery Schedule, combined, are more important than Price. The Government may select a higher-priced quotation where documented technical or delivery benefits justify the premium, or a lower-priced quotation when such benefits do not justify additional cost. The Government may make award without discussions.
Registration, funding and payment
Quoters must comply with the SAM.gov registration and representation requirements applicable to this solicitation and award. The Government will verify registration, exclusions, responsibility, and small-business eligibility before award.
Issuance of this RFQ does not obligate the Government to make an award or reimburse quotation preparation costs.
Payment will be made by electronic funds transfer in accordance with FAR 52.232-33, Payment by Electronic Funds Transfer—System for Award Management.
