Pre-Solicitation Notice for Indefinite Delivery Contract (IDC) for Regional Dredge Multiple Award Task Order Contract (MATOC) - USACE Huntington District - W91237-26-R-A024

1. CONTRACT INFORMATION: The contract consists of a base period of one-year with four option periods, one-year each for maintenance dredging and/or clearing and snagging services for Ohio River Government Lock facilities and Ohio River open channel areas (within commercial navigation limits) located in the geographical boundaries of the following U.S. Army Corps of Engineers, Great Lakes and Ohio River Division Districts: Nashville (LRN), Louisville (LRL), Huntington (LRH), and Pittsburgh (LRP). There will be no site visit for this requirement.

The award of a target of (3) Firm Fixed price Indefinite Delivery, Indefinite Quantity Multiple Award Task Order Contracts (IDIQ-MATOC) is anticipated. The contracts will be awarded to up to three (3) qualifying Offerors. The total capacity for the sum of all task orders issued under these contracts is a shared Not to Exceed (NTE) amount of $80,000,000.00. This announcement is open to all businesses regardless of size.

The NAICS code for this procurement is 237990, which has a size standard of $37 million in average annual receipts. If a large business is awarded this contract, it must comply with RFO Clause 52.219-9 Alt II Small Business Subcontracting Plan, Alternate II. 2. PROJECT INFORMATION: The primary objective of this contract is to provide maintenance dredging and/or clearing and snagging services for Ohio River Government lock facilities and Ohio River open channel areas (within commercial navigation limits) located anywhere within the geographical boundaries of the following Great Lakes and Ohio River Division Districts: Nashville (LRN), Louisville (LRL), Huntington (LRH), and Pittsburgh (LRP). This includes work on any navigable tributary of the Ohio River system.3.

SELECTION CRITERIA: The selection criteria for this contract are listed below in descending order of importance. (a) Past Performance: Each offerors past performance will be reviewed to determine the recency of experience, relevancy of experience, and the quality of performance for an overall confidence assessment. (b) Small Business Participation Plan: Submissions must demonstrate the minimum requirements in sufficient detail for the level of proposed participation of small businesses in the performance of this acquisition. Offerors shall provide narratives for any element for which they cannot meet the minimum requirements. Failure to provide narratives will be interpreted as a lack of valid explanations to meet minimum requirements.

Small Business Participation Plans containing details above and beyond the minimum requirements may be given greater consideration. (c) Price Reasonableness: Price reasonableness will be utilized in the evaluation of the firm-fixed price effort.4.
