The U.S. Embassy in Mexico City, Mexico, and Overseas Buildings Operations [OBO] has a requirement to repair the existing residential roofs of the Tres Canadas houses. The multiple roof areas in a three-story structure residence are comprised of multiple roof areas which are composed of reinforced poured concrete.
This is a labor only task with United States Government furnished materials.
The Government may award the contract based on the initial offer without discussion. The resultant contract will be a single award firm-fixed price contract for III Canadas Roof Repair Coating Services.
The Government is planning a Site Visit and Pre-Proposal Conference on August 13, 2026. The process to confirm time and location will be stated in the solicitation.
The anticipated performance period is 163 business days for the full project
Offerors/Quoters shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.203-1. Failure to be registered at the time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, Offerors/Quoters are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

The contractor must repair existing residential roofs of 11 houses at the Tres Canadas compound. Work includes removing loose debris and asphalt roofing plies, cleaning the concrete substrate with a pressure washer, performing minor substrate repairs, applying primer, stain blocker, elastomeric basecoat with fabric on flashings and over the entire roof area, and applying two topcoats. The total estimated roof area is approximately 30,000 sq. ft. (2,805 sqm). The contractor must provide all labor, equipment, and supervision; materials are furnished by the U.S. Government. The contractor must also submit a safety plan, quality assurance plan, weekly progress reports, and as-built drawings, and comply with U.S. and local codes and OSHA standards.
