Synopsis / Solicitation Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.
This is a non-personal services contract to provide the rental of One (01 EA) 100kW Diesel Generator (DG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington. See attached Performance Work Statement (PWS) for full details of this requirement.
This requirement is being competed as a 100% Total Small Business Set-Aside under North American Industry Classification System (NAICS) code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing, PSC: W061 - Lease or Rental of Equipment – Electric Wire and Power Distribution). The Government intends to award a Firm Fixed Price Commercial Service type contract.
The period of performance will be 7 December 2026 through 6 December 2027 (12 Months).

The contractor shall provide all management, labor, equipment, tools and parts as necessary to provide and support, during the duration of the contract, one self-contained 100kW diesel generator system capable of supplying electrical power. The generator must have a minimum power rating of 100kW at 480VAC 3-phase, an isolated neutral bus, a main output circuit breaker, output bus bars, local electrical start, maintenance-free starting batteries, a float-type battery charger, water jacket heaters, a non-resettable hour meter, an integrated fuel tank, battery-powered control and indication, visual and audible alarms, automatic shutdown capability, and be housed within a NEMA 3R ISO enclosure. The contractor must also supply an on-call (24/7) manufacturer's technical representative or NIASE certified diesel mechanic, provide technical documentation, and conduct one hour of on-site familiarization training upon delivery.
