1. STATUTORY & REGULATORY AUTHORITY:
Defense Logistics Agency Weapons Support (DLAWS), Industrial Plant Equipment Services Division (VICA), intends to award a Sole-Source, Firm-Fixed-Price (FFP) contract under the statutory authority of 10 U.S.C. 3204(a)(1), implemented by Federal Acquisition Regulation (FAR) 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) and FAR 6.302-1(a)(2)(ii) (substantial duplication of cost not expected to be recovered through competition), in conjunction with FAR Part 12 (Acquisition of Commercial Products and Commercial Services).
2. REQUIREMENT DESCRIPTION & TECHNICAL QUALITY STANDARDS:
• Item Description: One (1) DN PUMA Vertical Turning Center (VTC) 1620M Machine
• Scope: Turnkey delivery, rigging, installation, on-site calibration, and operational testing in strict accordance with Purchase Description VIBB 26-26-1001, dated 05 May 2026.
• Delivery Period: 355 calendar days After Receipt of Order (ARO), followed by thirty (30) calendar days for Government final acceptance testing.
• Condition: All items delivered shall be in New (unused) condition; Government surplus, refurbished, and prototype items are strictly prohibited. Non-National Stock Number (Non-NSN) item. Alternate offers will not be considered.
• Delivery Location: Trident Refit Facility (TRF) Bangor, Naval Base Kitsap, Silverdale, WA (FOB Destination).
3. QUALITY ASSURANCE PROVISION (QAP) 175a:
Quality Assurance Provision (QAP) 175a applies to this procurement. In accordance with QAP 175a:
• Calibration Standards: All Contractor inspection, measurement, and test equipment (M&TE) utilized in determining conformity of supplies with contract requirements shall maintain a current, valid calibration traceable to the National Institute of Standards and Technology (NIST).
• Final Inspection Notification: The Contractor shall provide DLA Weapons Support with at least fifteen (15) business days of advance written notification from the date the item(s) will be fully installed, operational, and ready for final inspection and acceptance at destination.
• Quality Discrepancy / Delay Notification: If the item(s) fail the Contractor’s on-site quality checks and will not be ready for Government inspection as originally scheduled, the Contractor shall provide advance written notice to DLA Weapons Support at least three (3) business days prior to the established inspection date.
4. STREAMLINED COMBINED NOTICE:
Pursuant to FAR 12.202(b) and FAR 12.603, this notice combines the pre-solicitation synopsis and the Request for Quotes (RFQ) to streamline procurement timeframes for acquisitions exceeding the Simplified Acquisition Threshold (SAT).
5. ORGANIZED SITE VISIT & INQUIRIES:
An organized site visit is scheduled for Tuesday, September 29, 2026, at 08:30 AM Pacific Time (PT) at TRF Bangor, Building 7000, Naval Base Kitsap – Bangor. Mandatory base pre-registration and SECNAV Form 5512/1 submissions must be completed no later than seven (7) business days prior to the visit. Full instructions are set forth in the RFQ package.

The contractor shall provide one (1) DN PUMA VTR 1620M Vertical Turning Center (VTC) machine and tooling from American Machines, with turning, milling, drilling, tapping, grinding, and reaming functions. The scope includes turnkey delivery, rigging, installation, on-site calibration, and operational testing in strict accordance with Purchase Description VIBB 26-26-1001. The contractor is responsible for removal of existing equipment (Lucas Horizontal Boring Machine #68438C0043), demolition, new foundation, and installation. The contractor shall provide all labor, materials, and equipment for mechanical, electrical, and structural installation, including foundation work, rigging, and connection to utilities. The contractor shall also provide training for operators and maintenance personnel, technical data, an Acceptance Test Plan, and a post processor for Mastercam 2025.
