U.S. Citizenship and Immigration Services (USCIS) intends to procure post-warranty maintenance services and annual software licenses for five existing OPEX Falcon+ scanners and associated Edit and Transform equipment supporting document intake, scanning, image processing, and digitization operations. The equipment is located at USCIS facilities in Irving, Texas; Lee’s Summit, Missouri; and Bloomington, Minnesota.
The requirement includes preventative maintenance, on-call and on-demand corrective maintenance, labor and replacement parts required due to normal wear and tear, and annual software licenses for the existing equipment configuration. Preventative maintenance includes six visits per scanner during each 12-month period. Maintenance coverage includes the Falcon+ base units and associated Multislot ID Assist Towers and Motorized Adjustable Height Tables. Required annual software licenses include 1D Barcode, QR Barcode, VRS, ScanLink, CertainScan Edit and Transform, and CertainScan PDF-24.
The anticipated period of performance is a 12-month base period from January 1, 2027, through December 31, 2027, with two 12-month option periods through December 31, 2029. The anticipated action also includes optional, separately priced relocation support for one Falcon+ table, including disassembly, packing materials, T-Stand Brace rental, reassembly, and related technician travel labor. Equipment transportation, shipping, and freight are excluded from the optional relocation support.
The anticipated acquisition is a firm-fixed-price purchase order. All travel and travel-related costs necessary to perform the services must be included in the proposed firm-fixed-price line-item prices. The Government will not separately reimburse travel costs.
USCIS intends to solicit and negotiate with only OPEX Corporation, the original equipment manufacturer, under the applicable sole-source authority. However, all responsible sources may submit a capability statement, proposal, or quotation, as applicable, which the Government will consider. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
