1. General Overview:
The Vermont Agency of Transportation (AOT), Highway Division, through the Operations & Safety
Bureau, Data & Analysis Section, releases this Request for Information (RFI) to gather input,
obtain information and cost estimates in proceeding with responses for Network Short-Term
Traffic Counts. AOT intends to evaluate the submissions by respondents to explore how they
would meet their needs and understand the cost associated with proposed solutions.
This is a Request for Information (RFI): This RFI is issued solely for information and planning
purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in
the future. This request for information does not commit the State to contract for any services
whatsoever. Respondents are advised that the State will not pay for any information or
administrative costs incurred in response to this RFI. All costs associated with responding to this
RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude

participation in any future RFI or RFP, if any is issued. If an RFP is released, it will be posted on
the AOT bid opportunities web site: https://vtrans.vermont.gov/contract-admin/bids-
requests/services. It is the responsibility of the potential proposer to monitor this site for additional
information.
2. Communications:
Communication with AOT personnel other than the listed contracts specialist regarding
this RFI is prohibited and may result in the rejection of your response. The only valid point of
contact for questions about the selection process or outcome is the Contract Administration
employee named as the Point of Contact in this RFI.
Questions: All questions related to this RFI shall be forwarded to Sari Tiersch, AOT
Administrative Services Manager III, in writing by e-mail at Sari.Tiersch@vermot.gov. All such
questions and requests shall be received no later than September 30, 2026, prior to 2:00 P.M.
AOT will not be bound by any oral communications. All questions or requests for clarification
received will be documented and answered after this date.
Addendum(s): In the event that it becomes necessary to revise, modify, clarify, or otherwise alter
this RFI, including AOT’s responses to questions and requests for clarification, such addendum(s)
shall be posted to the AOT Contract Administration website.

3. Submission:
Interested parties shall submit a Letter of Information (PDF or Word via email to the POC and by
the due date set forth on the first page of this RFI. Such submission shall use the subject line:
“Network Short-Term Traffic Counts RFI Submission for (Insert Interested Party Name)”
Letter of Information must include appropriate contact information and responses to items a-d
outlined in Section 4, Response Substantive Content.

Responses or unsolicited revisions submitted after the above specified due date and time will not
be accepted.

4. Response Substantive Content:
Each submission prepared in response to this RFI must include the elements listed below, in the
order indicated. Except for the cover letter all pages must be numbered.

a. Cover Letter:
All respondents or their authorized representative shall prepare and sign a cover letter. The first
page of the vendor’s RFI Response must be a cover page displaying at least the following:
• Response of RFI Title
• Vendor’s Name
• Contact Person
• Email Address
• Telephone Number/ Fax Number
• Address
b. Cost Estimates:
We are asking for a total cost estimate (low and high estimates) comprised of software,
hardware, and necessary implementation services. We understand that the cost figures
provided are for planning purposes only and will not be binding in any way.
c. Business and Technical Requirements:
Data Collection: How will you meet the goal of number of locations and duration. What method
will you use to obtain this information
Data Processing: How will you process the data, internal or external, what file format, and
amount of time the data will be binned
Quality Control: What are your procedures to ensure accuracy for both field and data
processing.
Functional Requirements: Explain the requirements and how you plan to meet them.
d. Additional Materials:
Please provide any other materials, suggestions, cost, and discussions you deem appropriate.
5. Review of Responses:
The committee comprises AOT employees from varying Departments and Bureaus and in some
cases external Interested Parties. During the review process the committee may request that the
above listed single point of contact initiate discussion(s) with respondent(s) for the purpose of
clarification.

6. Purpose:
This Request for Information (RFI) is issued for the Vermont Agency of Transportation to gather
input and obtain information and cost estimates in proceeding with proposals to conduct
approximately 800-1,000 short-term traffic counts, which would include traffic volume and axle-
based vehicle classification data in the state of Vermont each calendar year. If using intrusive
methods it must be within the months of May – September, however if using non-intrusive
methods, the counts can take place within the whole calendar year, with exceptions being federal
holidays.
The Agency of Transportation intends to evaluate the submissions by respondents to explore how
they would meet their needs and understand the cost associated with proposed solutions. The
Agency of Transportation shall not be held liable for any costs incurred by the vendors in the
preparation of their submission, or for any work performed prior to contract issuance.
7. Background Information:
The Agency of Transportation conducts about 800 coverage counts a year. The Agency of
Transportation has resource challenges around traffic data collection each year, making it difficult
to meet the minimum requirements for the traffic program.
8. RFI Description:
The State is seeking information to determine how best to proceed in terms of meeting the Agency
of Transportation’s short-term traffic collection needs and the expanded need for coverage counts
on local paved roads necessary for the FHWA MIRE requirements.
The RFI has 4 key objectives:
• Provide prospective respondents with information regarding the business needs and federal
requirements.
• Solicit respondent information to assist the State in determining if identified requirements can
be met in a cost-effective manner.
• Solicit respondent information to assist the State in determining if contractors are interested in
the work and if contractors are available to conduct the counts in the timeframe needed,
following the data collection requirements.
• Solicit respondent information to assist the State in determining what options are available
regarding short-term traffic count data collection and data processing services.
The State is seeking feedback on the information in this RFI and will consider any information,
including partial responses, received in response to this RFI. If the State moves forward in the
development of an RFP, the RFP process will be open to all respondents regardless of their
decision to participate in this RFI.
The State envisions that the solution will support the following high-level goals:
• Successful collection and processing of the state and local short-term counts in the specified
timeframe.
• The short-term counts meet AOT accuracy and vehicle classification requirements, which
follow federal requirements of 95% accuracy for volume and 90% accuracy for vehicle
classification.

• The coverage count files are provided in a format that can be directly loaded into the VTrans
Traffic Data Management System

9. Current State:
The Agency of Transportation has two full-time and typically, 1-2 temporary summer employees
that set out pneumatic tubes and AI cameras (using LeeTron technology) for a minimum of 48
hours (2 full consecutive 24-hour periods) on State Highways and 7 days for local roads. The data
is collected, processed, and uploaded into the AOT Traffic Management Software (MS2) site for
the traffic data unit to review and conduct quality checks.

11. Reservation of Rights: All responses become the property of AOT upon submission. The cost of
preparing, submitting and presenting a response is the sole expense of the Respondent. AOT
reserves the right to reject any and all responses received as a result of this solicitation, to
negotiate with any qualified source, to waive any formality and any technicalities or to cancel this
RFI in part or in its entirety if it is in the best interests of AOT. This solicitation of responses in no
way obligates AOT to award a contract.
12. Confidentiality: All Responses received will become a matter of public record, and may be
disclosed to the public in accordance with the Vermont Public Records Act, 1 V.S.A. § 315 et seq.
If the response documents include material that is considered by the respondent to be proprietary
and confidential under 1 V.S.A. § 315 et seq., the respondent shall submit a cover letter that
clearly identifies each page or section of the response that it believes is proprietary and
confidential. The respondent shall also provide in their cover letter a written explanation for each
marked section explaining why such material should be considered exempt from public
disclosure in the event of a public records request, pursuant to 1 V.S.A. § 317(c), including the
prospective harm to the competitive position of the respondent if the identified material were to be
released. Additionally, the contractor must include a redacted copy of its response for portions that
are considered proprietary and confidential. Redactions must be limited so that the reviewer may
understand the nature of the information being withheld. It is typically inappropriate to redact entire
pages, or to redact the titles/captions of tables and figures. Under no circumstances can the entire
response be marked confidential, and the State reserves the right to disqualify responses so
marked.

Statement of Work
For Network Short-Term Traffic Counts
Dated: September 14, 2026
ANTICIPATED REQUIREMENTS
The purpose of this RFI is to determine if there are solutions capable of meeting the State’s
anticipated requirements and to determine alternatives for meeting those requirements that are
consistent with the overall vision for the Agency of Transportation and the State.
The State’s discovery efforts to date have resulted in a desire to obtain access to solutions with
the following attributes:
1.1 Business Requirements
The Agency of Transportation is looking to increase the number of short-term counts conducted
each year to meet the new FHWA MIRE requirements. In order to meet this need, the Agency
needs to decide whether to hire additional staff, contract the work out, or a combination of both.
1.2 Functional Requirements
The short-term traffic counts are used to generate statistics that will be included in the Agency’s
annual submittal for the Highway Performance Monitoring System (HPMS) administered by the
Federal Highway Administration (FHWA). The count data must meet the FHWA Traffic Monitoring
Guide (TMG) which requires two full, consecutive days of data that are a full 24-hour period from
midnight to midnight.
1.3 On-Going Maintenance /Service Level Requirements
The short-term traffic count program is on a six-year count cycle, with the National Highway
System being counted every three years. Depending on how the Agency proceeds, counts may
be contracted out in future years.
1.4 Technical Requirements
Data Collection:
• Short-Term traffic counts at approximately eight hundred locations around Vermont each
year; the locations range from small single-lane rural paved roads to large multi-lane urban
roads; the locations may have slip ramp traffic that needs to be included.
• The counts must be at least 48 hours in duration, two consecutive full weekdays from
midnight to midnight. For two-day counts, neither of the two days can be Monday or Friday.
• If using intrusive methods it must be within the months of May – September, however if using
non-intrusive methods, the counts can take place within the whole calendar year, with
exceptions being federal holidays.
Data Processing: The contractor processes the data themselves or through a 3rd party.
• The process of counting and classifying the short-term counts can be either manual or
automated.
• The data must be binned into 15-minute or 60-minute intervals.
• The counts must provide FHWA 13-bin axle classification where specified.
• For local roads, only volume is required. The split would be approximately 425 locations
requiring classification and 375 requiring volume only.
• The accuracy of the count should meet or exceed 95%/±5%.
• For each location, the contractor must provide a count file in a format that can be uploaded into
the Traffic Management Software (MS2).
1.5 Documentation Requirements
The contractor must provide documentation of their quality control procedures for both field and
data processing procedures.
