The Capital Region Airport Commission is soliciting Statements of Qualifications from qualified Virginia Class A general contractors to provide Construction Manager at Risk preconstruction and construction services for the Consolidated Security Screening Checkpoint Project at Richmond International Airport. The estimated construction cost is approximately $215 million.This is Step 1 of a two-step competitive negotiation process. No price, fee, cost proposal, or Guaranteed Maximum Price shall be submitted in response to this RFQ.
Shortlisted Offerors will be invited to participate in Step 2.An optional Pre-Submittal Conference will be held on Thursday, September 3, 2026, at 2:00 PM EDT in the South Rear Conference Room, with a site visit immediately following.
