The purpose of this IFB is to enter into a contract to furnish labor, supervision, transportation, operating supplies and incidentals to plant 35,500 shrub seedlings in three different locations in Central Utah. Use the coordinates listed below to find the exact planting sites.

Mandatory Site Visit: A site visit will NOT be held prior to bidding. It is strongly recommended that each potential bidder inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
It is anticipated that this IFB will result in a single contract award to the lowest cost responsive and responsible vendor. (This means that all three line items will be combined and the vendor with the lowest overall cost of three (3) line items combined may be awarded.)
Length of Contract: The vendor must start planting on October 20, 2026. They must have all plants planted before November 20, 2026.
Vendor must guarantee its pricing through the completion of the project
The contractor shall plant 35,500 shrub seedlings at three locations: 16,500 at Santaquin WMA near Santaquin, 15,000 at Sheepcreek near Spanish Fork, and 4,000 at Spencer Fork WMA near Birdseye. Seedlings are grown in 2.5-inch by 6-inch trays and must be planted in holes at least 6 inches deep, spaced 5 feet apart within scalped rows, with the root wad level with the ground and soil packed for stability. Spencer Fork seedlings have VEXAR mesh protectors that remain attached during planting. The contractor shall provide all labor, supervision, transportation, equipment (including augers or hand tools), operating supplies, and incidentals. The contractor is responsible for picking up seedlings from a nursery in Heber or Springville and returning empty trays after planting. Work must commence on October 20, 2026, and all plants must be planted by November 20, 2026. The contractor shall maintain a designated supervisor with the crew, ensure proper work quality through periodic inspections, and correct any deficiencies identified by the Project Manager.
