The Texas General Land Office (“GLO”) is requesting Statements of Qualifications (“SOQs”) from highly qualified contractors to provide aerial application of the herbicide(s) to provide control of undesirable brush species and enhance native grass recovery on Permanent School Fund property, (the "Project"). Identified areas for application will be based on an approved Conservation Plan in coordination with the local Natural Resource Conservation Service offices located in areas of the State where the identified properties exist.
The Provider shall be responsible for the approved herbicide product to control undesirable vegetation at the EPA-registered label rate per acre over areas defined in a Work Order. Services include all labor, aircraft, equipment, licensed personnel, application equipment, GPS guidance systems, supervision, and incidentals necessary to safely and effectively perform herbicide applications. The Provider will supply equipment and fuel, obtain any needed permits, ensure site security and safety, and complete due diligence to avoid impacts on existing structures. The Provider must coordinate with a GLO contact person before commencing any application, and must commence operations no later than 14 calendar days after receipt of the Notice to Proceed. The Provider must develop and present a Safety Plan, Security Plan, and Congested Area Plan upon request. All pilots must be certificated under FAR 137, and the Provider must ensure all aerial applications are performed by individuals holding a current Texas Department of Agriculture Commercial Pesticide Applicator License with aerial endorsement, an FAA Commercial Pilot Certificate, and an FAA Medical Certificate. Aircraft must meet specific requirements including GPS navigation systems, meteorological onboard weather systems, and communication radios. The Provider must submit application reports, flight logs, GPS treatment maps, and herbicide usage records within five business days following each application.
