This Competitive Sealed Proposal (or CSP) is the intention of the Lone Star College System (LSCS or The System) to purchase services for the LSC Kingwood Fire Science Water Line and Septic System Project.
Pursuant to Texas Government Code Chapter 2269, Lone Star College System will evaluate proposals and award a contract to the Proposer whose proposal represents the Best Value to Lone Star College System.
All prices and/or discounts are to be effective from the time of submission until completion of the project and acceptance by the System. Prices for items requiring delivery are to include delivery charges FOB Lone Star College System.
The Lone Star College System is seeking competitive sealed proposals (CSP) from qualified contractors to provide all labor, materials, equipment, supervision, permitting, testing, inspections, and closeout services necessary to construct:
Public 12-inch water main
Public 8-inch water main
Private 8-inch fire service line
Fire-rated compound water meter assembly vault
RPZ backflow prevention assembly
Aerobic septic system with drip irrigation disposal field
Related utility appurtenances, testing, restoration, startup, and commissioning services
This project shall be completed in accordance with approved plans, applicable City of Houston standards, TCEQ requirements, and all associated contract documents.

Proposers SHALL NOT contact any other System employee, Board Trustee member, or System consultant during this proposal solicitation, evaluation, and award process without prior approval of the Executive Director of Procurement. Failure to comply may result in disqualification.
The work includes furnishing and installing approximately 12-inch and 8-inch public water mains, an 8-inch private fire service line, fire hydrants, valves, a fire-rated compound water meter assembly vault, an RPZ backflow prevention assembly, and an aerobic septic system with drip irrigation disposal field. The contractor must also perform trenchless crossings, wet connections, testing, disinfection, surface restoration, traffic control, and SWPPP measures. All work must comply with City of Houston standards, TCEQ requirements, and approved plans.
