ROADWAY PLANTERS PROGRAM REQUEST/OTIS

The Department seeks landscaping services related to the Roadway Planter Program.
Contractor shall procure new commercial-grade linear low-density polyethylene (LLDPE) resin blend planters in two styles (circular 34" diameter × 24.5" height and rectangular 55" L × 22" W × 24" H) in charcoal color, receive and offload planters for storage, and deliver and install them at City-identified sites. Initial planting shall use stone/gravel drainage layer, non-woven geotextile filter fabric (4–6 oz.), and planter-specific soil blend. Contractor shall select plantings from seasonals, perennials, bulbs, grasses, and shrubs with a mixture of seasonal and perennial types; plantings must not exceed 18" above planter top and maximize available space. Maintenance includes a minimum of weekly service visits April–December and bi-weekly visits January–March, with regular watering, fertilization, deadheading, monthly plant replacement for failed or missing plants due to weather/vandalism/wear, monthly planter repairs, weekly litter and debris removal, and additional visits during drought or extreme heat. Contractor shall measure initial planter position and provide monthly measurements of planter movement, repositioning any that shift more than 3". Contractor shall issue monthly reports by the first of each month detailing planter conditions, litter, graffiti, damage, movement measurements, and refresh/replanting needs, with photographs of each planter. At the City's request, contractor shall remove, store, and replace planters for construction or events, relocate planters to new City-specified locations, and take over maintenance of additional planters at the same rates. Damaged planters beyond repair shall be removed and disposed of with City approval and replaced with new units.
