The selected Maintenance Provider shall furnish all personnel, supplies, equipment and services for highway beautification and litter removal on designated limited-access highways, conforming to the Delaware MUTCD and DelDOT safety requirements, at a frequency of at least twenty times per year with twice monthly service April 1 through November 30 and once monthly service December 1 through March 31, including marketing to obtain sponsors, submitting monthly trash removal schedules and weekly litter reports with bag counts, managing administrative tracking of sponsors and sign locations, determining safe sign locations and fabricating and installing signs subject to DelDOT approval, performing work only during DelDOT-approved hours under permit, bagging and disposing of litter under Delaware laws, installing signs per MUTCD and NCHRP350/MASH, and holding twice monthly safety training.
