The Department of Transportation will retain a consultant firm for the following:
The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.
The following factors, listed in order of importance, will be considered by the Department during the evaluation of the business partners submitting statements of interest:
Projects could follow the Minor Projects Design Procedures, this will be decided during the Scope of Work Meeting. ROW Acquisition services are not anticipated with this agreement.

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 5 years.
The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. The work is divided into four parts: Part 1 (PE) includes preliminary engineering and environmental services for the bridge replacement, including a road diet study of the EB lanes, environmental studies (CEE/NEPA), field surveys, hydrologic/hydraulic study, waterway permits, erosion/sedimentation control plan, Type/Size/Location study, preliminary geotechnical report, preliminary right-of-way plans, utility investigation, preliminary drainage design, safety review/audit, preliminary traffic control plan, preliminary pavement design, typical sections, design field view, public involvement, project scheduling and management. Part 2 (FD) includes final design engineering services such as field survey, utility coordination, final right-of-way plans, final geotechnical report, final roadway design, plans/specifications/estimate submission, foundation design, final structure design, project scheduling and management. Part 3 (CSS) includes shop drawing review and consultation during construction. Part 4 (Other Admin Activity) includes additional meetings, analysis and design activities as directed.
