Online sealed bids for the for the Maintenance of the Sanitary Sewer System for the period January 1, 2027 to December 31, 2031 will be received by the Southern Delaware County Authority, online via the PennBid Program at https://pennbid.bonfirehub.com until 10:00 AM, on Friday, November 13, 2026 at which time and place they will be publicly opened and read aloud.
All Bid Documents, Construction Plans and Specifications are available online via the PennBid Program at www.PennBid.net at no cost to prospective bidders.
The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 % of the contract award value. There is a minimum award fee of $150.00 and a maximum of $6,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.
Each bidder must submit with his bid, security in the form of a certified check or bid bond in the amount of 10% of the first year annual cost base bid, payable to the Southern Delaware County Authority.
Bidder’s attention is called to all of the requirements contained in this bid package, particularly to the various insurance requirements and the requirements for a Labor and Materials Payment Bond and Performance Bond for 100% of the contract price.
The Authority reserves the right to accept any bid or any parts thereof and to reject either the whole or any part or parts of any bid or bids, or all bids for any cause whatsoever, and to waive any informalities in the bidding as they deem in the best interest of the Authority.

The work includes the clearing and opening of any obstructed sanitary line, quarterly cleaning of a specified list of manhole sections, and emergency response within one hour of notification. Normal maintenance equipment includes a high velocity hydraulic sewer cleaning machine, high pressure vacuum truck, and bucket machines. The contractor must also provide hourly pricing for extraordinary services such as TV inspection, chemical grouting, root treatment, and by-pass pumping. Upon completion, the work area must be restored to its original condition.
