Stormwater Ditch Cleaning - 26399 Redwood Road

Summary/ Background: As of January 2025, the County’s Storm Drainage Program implemented a policy of using contractors “exclusively” for cleaning and maintaining the stormwater drainage ditches. These ditches are located throughout the 400sq miles of Accomack County. Keeping these ditches open and functional plays an important role in road safety and protects property from flooding. 26399 Redwood Rd. drains excess water from Nandua H.S. football field and the surrounding area towards State Route 609 Redwood Rd., near Onley, VA.

Scope of Work: 26399 Redwood Rd. The existing structure provides drainage for Nandua High School and the surrounding area. This project is required to relieve excessive water backing up to the school football field and the downstream property owners. The flow of water has been impeded by trees, leaf litter, light debris and silt. The proposed cleaning operation will start at the base of the culvert located at 26399 Redwood Rd and continue approximately 866 feet south east, then turn north east for approximately 469 feet and terminate near the Football field fence. (Total length is approximately 1,334 feet).

Notes: The contractor will be responsible for contacting “Miss Utility” to mark any underground wires prior to beginning work. All excavated materials / culvert debris will be loaded and hauled off site to North Landfill.

Using an excavator and hand tools, the dredging operation will be approximately 2 to 3 feet wide for 866 feet and level with the base of the roadside culvert under 26399 Redwood Rd. Once the ditch makes a 90 degree bend north east, the excavations will be approximately 5 to 6 feet wide, as the ditch opens and widens. The excavation will be no wider than the boundaries of the existing ditch. Soils and debris from the project will be hauled to the North Landfill near Atlantic until the project enters the wooded area. At this point all debris will be placed on or as close to existing berms as possible, while allowing for 5 foot breeches every 50 feet, to allow the water to drain back to the ditch. No side ditches or streams will be blocked during this maintenance project. Special note: There are four small trees marked with white ribbon to cut and four trees that have already been cut by the landowner. All stumps will have to be either cut with a chain saw or ground down with a stump grinder to re-establish grade. Digging them out would destroy the cosmetic bank and is not an option.

The selected contractor shall give the storm drainage program coordinator 24 hours’ written notice before beginning work. All work shall be done in accordance with the specifications set out herein. Any deviation from the specifications must be pre-approved by the storm drainage program coordinator. All work shall be performed on week days, Monday – Friday.

A non-mandatory pre-bid project site visit will be scheduled upon request. No site visits will be scheduled on the same day that the quotes are due. It is highly recommended that contractors bring hip boots, bug spray and drinking water to the site visit. Please note: Potential contractors are only allowed to visit project sites when accompanied by County personnel. If you visit the site alone, you are trespassing on private property.

*All work shall be completed within 60 days of issue of Purchase Order/ Notice to Proceed.
