The Agency is seeking an appropriately qualified vendor to use ground-based LiDAR equipment to scan trees located on the city's rights-of-way and use a machine learning-based data processing approach to produce a street tree inventory as well as 3D digital model of the city's trees. This Request for Bids is released through PASSPort, New York City’s online procurement portal. Responses to this CSB must be submitted via PASSPort. To access the CSB, vendors should visit the PASSPort public Portal at https://www1.nyc.gov/site/mocs/systems/about-go-to-passport.page and click on the “Search Funding Opportunities in PASSPort” blue box. Doing so will take one to the public portal of all procurements in the PASSPort system. To quickly locate the CSB, insert the EPIN, 84627P0002, into the Keyword search field. In order to respond to the CSB, vendors must create an account within the PASSPort system if they have not already done so. The pre-bid conference meeting will be on October 7th, 2026 at 3:00pm.The bid due date will be on November 4th, 2026 at 2:00pm.
Estimated value: $4,100,000.00. Questions due: 10/7/2026. Contract term: 1/1/2027 – 12/31/2027
The vendor must use ground-based LiDAR equipment to scan trees on city rights-of-way and apply machine learning to produce a street tree inventory and 3D digital model. The scanner must have range accuracy ≤ 10 mm and range precision ≤ 7 mm at 30 m. Point density must meet minimum specifications at 20mph at 30 meters. Positional accuracy of the point cloud must be ≤ 10cm RMSE in open-sky conditions and ≤ 25 cm RMSE in degraded-GNSS areas. Metric accuracy thresholds include tree height ≤ 3ft, DBH ≤ 2in, crown height ≤ 3ft, lowest limbs ≤ 2ft, crown projection area ≤ 15% relative RMSE, and leaf area index ≤ 0.5 LAI units or 15% relative RMSE. The vendor's QA/QC plan must include a field-verification sample of at least 200 trees per borough. Deliverables are accepted when all thresholds are met; affected areas that fail must be reprocessed or re-captured at the vendor's cost. The vendor must provide a comprehensive report on discrepancies and corrective actions. Trees matching the existing inventory must be assigned to the species in the existing data; for new trees, Parks staff will coordinate with the vendor's arborist. Health condition must be a composite measure using leaf area index and dieback normalized to the species. All required metrics in Table 2 must be provided for all trees, including those already in the ForMS database.

Most New York work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
