THE NEW YORK POWER AUTHORITY (HEREAFTER, THE "AUTHORITY" OR "NYPA") INVITES YOU TO SUBMIT A PROPOSAL TO FURNISH ALL SUPERVISION, LABOR, MATERIALS AND EQUIPMENT (EXCEPT FOR SERVICES, MATERIALS AND/OR EQUIPMENT TO BE FURNISHED BY OTHERS AS SPECIFICALLY REFERRED TO IN THE CONTRACT DOCUMENTS) FOR THE FOLLOWING PROJECT:
NYPA seeks to procure an AI Market Intelligence Platform that, based on data harvested from unique, relevant, and otherwise difficult to access sources related to the energy industry, provides market intelligence to NYPA for both scheduled data pulls and ad-hoc, deep-dive research on new and established emerging risk topics. The solution will also strengthen Enterprise Portfolio Management (EPMO) functions including utility benchmarking, project and program financial validation, regulatory research and portfolio analysis. By doing so, the AI Platform will enhance EPMO’s effectiveness in governance, benchmarking, market intelligence and informed decision making.
This solicitation seeks to pre-qualify vendors and applications for NYPA and its subcontractors to obtain AI Market Intelligence Platform. This Request for Qualification (RFQ) includes the following requirements as described in the Schedule of Services (Attachment 1).
This Request for Qualification (RFQ) is a two-step process. After NYPA qualifies the suppliers, a separate addendum will be issued to solicit a Request for Proposal (RFP). Bidders must respond to this RFQ to be eligible for the RFP. All bidders will be evaluated based on the technical criteria listed below.
After the evaluation is completed, a mini bid or shorten Request for Proposal (RFP) will be held with the qualified vendors, at which time, longer term objectives and governing agreements will be released. Vendor can provide long term cost in separate proposal in the Attachment 3 Cost Proposal format at any part of the process.
NYPA is requesting vendors to provide the following in connection with their proposed solution(s) :
• Software/Software Licenses (initial base price)
• Software Implementation & Professional Services (best guess estimate if any)
• Training
• Software Support/Maintenance
Location of Event: Enterprise wide NYPA
Proposed Term: (3) years
Bidders must have commensurate experience. Bidders are hereby directed to make use of the New York Power Authority's website at www.nypa.gov in order to obtain instructions on participating in the bidding process through Ariba. Bidders obtaining bid documents from sources other than NYPA Ariba do so at their own risk. Further details on qualifications/requirements can be found in the Bid Documents. This contract may be fulfilled by a Sub-Contract, Joint Venture or Co-Production arrangement. Please state in top of proposal how it will be fulfilled.

Most New York work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
