DCAS is seeking consultants to administer civil service exams and develop study guides for various titles. This solicitation is being made pursuant to the Competitive Sealed Proposal Method, Section 3-03 of the New York City Procurement Policy Board (PPB) Rules. The selected Contractor(s) shall perform job analyses for civil service titles by reviewing background information, interviewing City incumbents and supervisors, and administering surveys; prepare written Job Analysis Reports; develop test items and answer keys using in-person item writing and review panels with City subject matter experts; conduct post-test analysis including item validity, test reliability (KR-20, Standard Error of Measurement), and adverse impact analysis by race, gender, and ethnic group; score examinations and provide results; handle rescoring for appeals and attend Civil Service Commission hearings; prepare detailed reports for each deliverable; develop study guides for multiple-choice tests. For Service Option 2, the Contractor shall arrange test sites within New York City, administer computer-based tests in controlled environments with trained proctors, and forward results to DCAS. For Service Option 3, the Contractor shall provide an online testing platform capable of hosting up to 5,000 simultaneous users with options to scale to 10,000, provide live or remote proctoring services, conduct system checks, and deliver results files to DCAS. All work is performed under the supervision of the DCAS Contract and Operations Management Unit.
