The contractor shall construct and deliver one marine debris skimmer vessel including all necessary labor, materials, and equipment. The vessel shall be self-contained and self-powered, capable of collecting floating debris (plastic bottles, tree logs, foam products, etc.) via a hydraulically-operated pickup conveyor and transferring it to a storage hold with discharge conveyor capability. The vessel must operate at minimum 10 knots when fully loaded (7,500 lbs. cargo, 800 gallons fuel, 3 crew) in partially protected waters and transit to safe harbor at 8 knots in inclement conditions. The contractor shall provide shop drawings, operation and maintenance manuals (3 hard copies, 1 electronic copy), conduct dock and underway trials including speed and steering gear tests, provide two days of on-site crew training, and deliver the vessel to Whale Creek dock at Newtown Creek Wastewater Treatment Plant in Brooklyn, with all equipment operational to the satisfaction of the City Engineer. The contractor shall furnish all qualified labor, equipment, certifications, and insurance for delivery and mooring; submit certified manufacturing and shop testing records; and maintain the vessel free from defects during construction and transit.
