Clackamas County is seeking Proposals from qualified vendors to provide a comprehensive, modern web-based Learning Management System ("LMS") solution that includes both a robust LMS platform and access to high-quality off-the-shelf online training content for use by Clackamas County and its staff.

The successful proposer will provide a cloud-hosted Learning Management System designed to enhance workforce development for Clackamas County staff. The LMS must support the delivery, administration, tracking, reporting, auditing, and long-term governance of learning activities sourced from Clackamas County developed content, third-party providers, and off-the-shelf content libraries. Requirements include a scalable platform supporting at least 2,800 active users, automated HRIS data feeds from Oracle PeopleSoft HCM, 24x7 access, support for synchronous and asynchronous training, differentiated administrative permissions, data migration services, off-the-shelf course content, technical support Monday through Friday 8:00 AM to 5:00 PM PT, SSO integration with Microsoft Entra ID via SAML 2.0 or OIDC, SCIM 2.0 for automated user provisioning, and support for mastery-based learning approaches. The implementation plan specifies having the product in place for roll-out to staff by end of June 2027.
