The contractor will provide a helicopter, pilot, gunner, mugger, and support services including a fuel service truck and driver to capture, restrain, draw blood from, and attach GPS collars to adult female elk on winter range within the Silvies, Maury, Ochoco and Murderer's Creek Wildlife Management Units in Grant, Crook, and Harney counties. Capture efforts will occur between December 1, 2026 and March 30, 2027. The contractor will net-gun elk, physically restrain them, draw blood samples, attach a GPS collar, and release the animal on site. The contractor must provide the net gun, nets, cartridges, hobbles, blindfolds, penetrating captive bolt equipment, and GPS units. The contractor is responsible for humane euthanasia of injured animals using a penetrating captive bolt. The agency will provide up to 60 GPS collars, blood-draw equipment, shapefiles for capture locations, and coordinate landowner access. The contractor must make services available within a 72-hour notice and be ready to fly at sunrise each morning. The agency anticipates deployment of collars will take less than 4 full working days.
