Department of Early Learning and Care ("DELC" or "Authorized Purchaser"), is issuing this Request for Quote ("RFQ") for Evaluation Services for the Birth through Five Literacy Initiative (BT5 Literacy Initiative)

The selected vendor will evaluate the Birth through Five Literacy Initiative, focusing on the outcome that families and caregivers are engaged in children's literacy development. The vendor must collect data from families who have participated in BT5-funded programs, coordinate with those programs to identify families, and describe how they will collect, analyze, and present information. The vendor must also compensate families (not to exceed $50 per DELC's compensation policy) and support data collection for multi-lingual families. The project timeline must be completed by June 30, 2027, and the not-to-exceed budget is $100,000.
