OHA is issuing this RFP seeking proposals from a qualified Contractor to provide a Health Care Interpreter Program Technical Assistance Consultant.
Pre-Bid Conference: There will be no pre-proposal conference for this RFP.
The Contractor shall submit a final workplan outlining the strategic framework for carrying out the scope of work, including level-of-effort with schedule and milestones. The Contractor shall evaluate Health Care Interpreter Oregon Administrative Rules for current requirements applicable to health care providers, interpreting service companies, and coordinated care organizations, and recommend strategies for developing and implementing any needed OAR changes, including a facilitation plan and rules advisory committee process. The Contractor shall provide subject matter expertise on Senate Bill 1578 (2024) requirements, particularly regarding the nonprofit entity contract for interpreter recruitment and retention, and support OHA in addressing concerns and questions from the Medicaid Division regarding the intersection with House Bill 2359 (2021). The Contractor shall track Oregon Medicaid implementation of Senate Bill 1578 (2024), its coordination and collaboration with the HCI Program, workforce development, and the HCI scheduling portal development. The Contractor shall maintain regular communications with OHA and attend regularly scheduled meetings, including a kick-off meeting virtually within fourteen days following the effective date of the Contract. The Contractor shall develop and maintain collaboration with OHA partners via webinar series, including health care interpreters, language service companies, health care providers, and licensing boards. The Contractor shall develop and distribute a survey for licensing boards and provide analysis of HCI requirements and any complaints or concerns received from the public. The Contractor shall recommend HCI Program policy and OAR review and related actions regarding potential overlap between House Bill 2359 (2021), House Bill 2696 (2024), and Senate Bill 1578 (2024). The Contractor shall develop standard processes to identify and document updated rules on revocation and suspensions and other related rule changes, with a draft report due by April 30, 2027. The Contractor shall complete a final report bringing together all project components, including summary of research, data, knowledge, trends, observations, results, interpretation of findings, recommendations, and implications.
