To be eligible for the alternative standards provided in the Roots to Roofs Pilot Program, a project must be a qualifying development, which is a development located on a site in which a qualifying community development organization, alone or in combination with other qualifying community development organizations, has at least a 51 percent ownership interest. Pilot projects can include equitable development uses, a use that is allowed outright in Neighborhood Residential zones and is exempt from the applicable floor area ratio (FAR) limit to a certain degree in Multifamily (Chapter 23.45) and Commercial (Chapter 23.47A) zones.
This verification form allows applicants to the Roots to Roofs Pilot Program to verify their status as a qualifying community development organization and, if applicable, verify that a proposed use constitutes an equitable development use.
1.2. Process
Following submittal of a complete application, materials will be reviewed, and Office of Planning and Community Development (OPCD) staff will make a recommendation to the OPCD Director.
The OPCD Director will issue a determination that either a) the applicant is verified as a qualifying community development organization, or b) the applicant is not verified as a community development organization accompanied by stated reasons the applicant does not meet the definition. The determination will be sent concurrently to the applicant and to the Seattle Department of Construction and Inspections (SDCI) in the form of a letter or email from the OPCD Director.
This Determination constitutes the applicant’s approval as a qualifying community development organization for the purposes of the Roots to Roofs Pilot Program.
Applications for verification are accepted and reviewed continuously. Nothing in this verification process constitutes a formal RFP.
