LAND LEASE & DEVELOPMENT OPPORTUNITIES FOR ENERGY STORAGE

The New York Power Authority (“Authority”) invites you to submit a response to the Request for Qualifications for Q26-7794KM Land Lease & Development Opportunities for Energy Storage.

• The RFQ will remain open from June 25, 2026 until June 29, 2028
• Submissions will be accepted and reviewed on a rolling basis.

This RFQ seeks to engage one or more potential energy storage project developers (“Respondents”) based on their interest, background, and experience in supporting the State’s energy storage targets including but not limited to battery energy storage systems, thermal energy storage systems, flywheels, hydrogen storage, and compressed air energy storage projects (individually, “Project”).
The primary focus of this solicitation is to pre-qualify such Respondents for participation in land lease opportunities with NYPA for the development of one or more Projects using the technologies listed above. Pre-qualified Respondents may be offered the opportunity to lease NYPA-owned or controlled land for the siting, development, construction, ownership and operation of such Projects, pursuant to a mutually agreed upon land use arrangement.

Please note the following documents attached are to be completed, signed, and incorporated into your RFQ proposal package:

1. Response to Request For Qualifications for Q26-7794KM Land Lease & Development Opportunities for Energy Storage: NYPA requests Respondents to limit their Summary responses to no more than ten pages (not including supporting documentation)

2. Mutual Non-Disclosure Agreement: Please review and sign the attached Mutual NDA.

3. Appendices: Omnibus Procurement Certificate, EO 16 Certificate, and W9. Please review carefully and sign as indicated.

4. Submittals with proposal as described in the attached RFQ must be included with proposal:
   • Completed responses to attached RFQ Scope
   • Completed PO Address of Bidder Form
   • Signed Omnibus and EO 16 Forms
   • W-9 Form

1. Future Projects: Project specific RFPs will be issued through the Ariba Platform. We encourage you to register to participate in future bid opportunities as they are posted on our website. There is NO registration fee. You will be required to complete a brief Supplier Questionnaire in Ariba in order to registration: http://nypa.supplier.ariba.com/register.
2. Introduction and General Information Memo: Please read carefully and take the following information into consideration along with your submission.
